S. Shaun Choi is an attorney and a certified public accountant (CPA) for Trade Pacific PLLC. Shaun focuses on antidumping (AD) and countervailing duty (CVD) proceedings before the U.S. Department of Commerce (DOC) and the equivalent foreign regulatory governmental agencies in many different countries. Shaun also assists U.S. importers as well as foreign manufacturers regarding other trade related matters, including Section 232 and Section 301 matters.

Shaun also advises U.S. and foreign clients on designing financial and cost accounting ERP systems in order to optimize and cope efficiently with AD investigations.  Relying on his extensive knowledge of the DOC’s methodologies for calculating AD/CVD duties, Shaun has achieved many successes on behalf of his clients in major trade remedies proceedings.

Shaun is a native Korean speaker.


Prior to Joining Trade Pacific

Shaun previously worked as a CPA in the international trade consulting group of a highly respected Korean accounting firm for approximately six years where he developed his expertise in trade remedies matters.  In that position, Shaun was responsible for preparing clients’ sales and cost databases, drafting questionnaire responses, and preparing for and participating in on-site verifications in AD/CVD proceedings conducted by the U.S. and many other countries against imports of steel pipes, steel plates, coated steel, cold-rolled steel, nylon yarn, staple fiber, ceramic tile, and steel nails.  Earlier in his career, Shaun worked in a global shipping line company where he developed extensive knowledge of the logistics and customs aspects of international trade.

Shaun has extensive experience in representing clients in major trade remedies litigation cases, including:

  • represented a major Korean manufacturer of steel nails in achieving de minimis or very low AD rates in two administrative reviews at the DOC.
  • represented the largest Korean manufacturer of low melt polyester staple fiber in an AD investigation at the DOC that resulted in a finding of no dumping.
  • represented major Korean steel producers in multiple AD/CVD investigations and administrative reviews before the DOC involving standard pipe, welded line pipe, oil country tubular goods, and corrosion-resistant steel.
  • represented a U.S. importer of steel products before the DOC in obtaining exclusion from Section 232 steel tariffs.
  • represent a major U.A.E. standard pipe manufacturer in an administrative review before the DOC.
  • represent major Taiwanese Solar panel manufacturers in an administrative review before the DOC.
