Kensie Sugama is a senior associate attorney and licensed customs broker at Trade Pacific, where she represents publicly traded and privately owned manufacturers, exporters, and importers on a broad array of trade remedy, litigation, and customs matters. As a licensed customs broker, Kensie leads Trade Pacific’s customs practice, counseling clients on all aspects of U.S. Customs and Border Protection (CBP) compliance and enforcement. Her customs work spans tariff classification, customs valuation, country of origin determinations, protest filings, preparation and submission of prospective rulings, and penalty and mitigation proceedings. She regularly advises importers navigating complex duty measures under Sections 232 and 301, and has developed particular depth in duty refund tracking strategies — including advising clients on IEEPA and Section 122 refund recovery and ACE portal management.
Kensie also represents clients in antidumping (AD) and countervailing duty (CVD) proceedings before the U.S. Department of Commerce (DOC) and the U.S. International Trade Commission (ITC). In addition, Kensie has developed an expertise of appellate matters, and works on litigation before the U.S. Court of International Trade (CIT) and the U.S. Court of Appeals for the Federal Circuit (CAFC), where she has argued cases on appeal.
Throughout her practice, Kensie has assisted and advised clients in multiple countries and throughout multiple industries including chemical products, heavy duty equipment, and renewable energies and products.
Prior to Joining Trade Pacific
Prior to joining Trade Pacific, Kensie held a year-long judicial fellowship with the Commerce Court of Philadelphia where she drafted court opinions on matters of complex business disputes. Kensie spent a semester of law school working in Tokyo, Japan for an American biomedical device company where she researched and advised company personnel on FCPA compliance.
During law school, Kensie served as the Executive Editor of the Temple International & Comparative Law Journal. Prior to law school, Kensie spent two years working as a language consultant and translator for various companies and manufacturers in Nantes, France.
