Jonathan M. Freed is an international trade attorney whose practice focuses on a broad array of international trade litigation and policy matters. Jon has extensive experience representing and advising publicly traded and privately owned manufacturers, exporters, and importers, as well as trade associations and foreign governments, in antidumping (AD) and countervailing duty (CVD) proceedings before the U.S. Department of Commerce (DOC) and the U.S. International Trade Commission (ITC). He also has significant litigation experience in appeals of AD/CVD determinations before the U.S. Court of International Trade and the U.S. Court of Appeals for the Federal Circuit. With his advanced knowledge of the rules and procedures for calculating AD/CVD duties in market-economy and non-market economy proceedings, Jon has a history of successfully providing clients with legal and strategic advice on how they can remain competitive in the U.S. market by minimizing their potential duty liability.

While Jon’s practice is firmly rooted in trade remedy counseling, Jon also advises companies on other regulatory compliance matters that affect cross-border trade. Jon frequently advises importers on customs matters before U.S. Customs and Border Protection (CBP), including country of origin requirements, prior disclosures, tariff classifications, and valuation rules.

Jon has represented clients in the United States, Mexico, Colombia, China, Taiwan, Vietnam, Thailand, Laos, Cambodia, Indonesia, India, and the United Arab Emirates across multiple industries including agricultural goods, seafood, steel and steel products, renewable energy, paper, chemicals, textiles, and consumer goods.


Prior to Joining Trade Pacific

Before entering private practice, Jon worked for over three years in the AD/CVD enforcement division at the U.S. Department of Commerce, International Trade Administration, where he served as a senior case investigator with primary responsibility for conducting all aspects of AD and CVD investigations, administrative reviews, new shipper reviews, and scope and anti-circumvention inquiries against imports of various products from around the world.

Jon has achieved a number of significant victories on behalf of his clients in major trade remedies litigation cases, including:

  • represented numerous Chinese, Thai, and Vietnamese producers of warmwater shrimp – including the world’s largest processor of seafood – in achieving zero, de minimis, and very low AD and CVD rates in investigations, administrative reviews, and new shipper reviews before the DOC and defending such decisions in subsequent court appeals.
  • represented a multi-national producer of PTFE resin in an AD/CVD investigation resulting in a negative injury determination before the ITC.
  • represented a multi-national solar producer of solar cells and modules in numerous AD/CVD annual reviews before the DOC in achieving the lowest AD/CVD rates among other respondent exporters.
  • represented various Vietnamese frozen seafood producers and exporters in achieving zero, de minimis, or very low AD rates in annual and new shipper reviews before the DOC and defending such decisions in subsequent court appeals.
  • represented a major U.S. importer before CBP and achieved a complete reversal of Regulatory Audit’s initial finding of multi-million dollar duty liability.
  • represented a large Vietnamese producer of steel pipe an AD/CVD case that resulted in a zero and low AD and CVD rates in an investigation before the DOC and a negative injury decision at the ITC.
  • represented the Thai frozen shrimp industry in achieving de minimis CVD rates in an investigation by the DOC.
  • represented a U.S. importer of steel products before the DOC in obtaining exclusion from Section 232 steel tariffs.
  • represented a U.S. producer and importer before the U.S. Trade Representative in comment process that resulted in removal of the importer’s tariff classification from proposed list of goods subject to 301 tariffs against China.
  • represented U.S. furniture importer to obtain a DOC scope ruling excluding certain imported products from AD duties on wooden bedroom furniture from China.
  • represented various Chinese producers of steel and consumer products in achieving de minimis and low AD rate companies in reviews by the DOC.
